Netherlands: 20% EU Rate โ€” Rotterdam, Chemicals, and High-Tech Exports

The Netherlands, as a member of the European Union, received the EU-wide IEEPA reciprocal tariff rate of 20% effective April 5, 2025. While the Netherlands is perhaps best known as Europeโ€™s logistics hub (Rotterdam is Europeโ€™s largest port), its production exports to the United States are substantial: specialty chemicals, semiconductor equipment, agricultural products, and precision machinery.

Important note for importers: The IEEPA rate applies to goods of Dutch origin (manufactured or substantially transformed in the Netherlands), not simply goods that transited through Rotterdam. Re-exports or transshipped goods are assessed under the country of origin, not the port of transshipment.

Netherlandsโ€™ Key Export Categories to the U.S.

  • Specialty chemicals: BASF, DSM, and other Dutch chemical producers export specialty chemicals, polymers, and coatings
  • Semiconductor equipment: ASML โ€” the worldโ€™s only manufacturer of extreme ultraviolet (EUV) lithography machines โ€” is headquartered in the Netherlands. (Note: ASML machines are typically classified separately from consumer goods; consult HTS classification for your specific entries.)
  • Agricultural products: Dutch-origin tulip bulbs, seeds, and horticultural products
  • Processed food: Dairy products (Dutch cheese exported under Dutch-origin rules), chocolate, confectionery
  • Machinery and instruments: Precision manufacturing equipment and measurement instruments

Key Product Categories

Chemicals (Chapter 28โ€“29): Dutch-manufactured specialty chemicals, pharmaceutical intermediates, and industrial chemicals imported by U.S. manufacturers.

Agricultural Inputs (Chapter 6): Dutch flower bulbs, seeds, and plant material. The Netherlands dominates global floriculture and seed exports.

Dairy and Specialty Food (Chapter 04, 21): Dutch-origin cheeses, dairy-based ingredients, and specialty food products.

Precision Machinery (Chapter 84): High-tech manufacturing equipment and measurement instruments produced in the Netherlands.

EU Uniform Rate

The 20% rate was applied uniformly to all EU member states. Dutch-origin goods with IEEPA duties assessed between April 5, 2025 and February 20, 2026 are potentially eligible for CAPE refund.
